The Rules: Know them, Obey them

Here you will find the rules and guidlines to New Reno RPG, all of these are to be taken seriously. Most penalties for breaking these rules are listed as kicks and/or bans, but more often than not, first offenders will find themselves warned, and if it continues, fined $$/EXP/Skill-EXP from their characters.

OOC


Out of Character, or OOC as it is commonly known as, is not accepted in the game channel. There is a seperate channel, #vault_13, that most can go to and chat with there friends or others about general things. When being disrespectful in the main channel by using OOC while others are RPing, either a PC (player Character), or GM will ask the person to stop. Continuation of OOC usage in the main will result in a kick from the room after the first warning was issued by a GM. Any further OOC from the person after the first kick, will result in a kick followed by a two day ban from the game by a GM. OOC isn't just a "hi," "bye," "welcome," it runs full sentences, converstations about things going on in the game. Don't get it confused though, excessive "HI's" or "Bye's" will be considered OOC as well. If you want to talk with your buddies again we have a channel strictly for OOC chat, #Vault_13.

Sexual Situations in RP


Rape and/or Sexual Assault is absolutely forbidden to happen in the main channel. If you want to do it, and both parties agree, take it to a private channel or in whisper, and even then it's still a touchy subject. Really, it's best to avoid it all together. If it's seen on the main channel at all, you both will be kicked and banned for a two day time period. It's wrong when it happens in real life, so why should a RPG be any different? Assaulting somebody OOC will be treated the same, and treated as harassment. Explicitly sexual situations, or having predominantly sexually oriented role-play not pertaining to a specific storyline within the game is not wanted in the main RP channels New Reno. There is nothing wrong with having characters being intimate. In fact, it greatly expands a character and their relation with other characters. However, taking that intimacy too far in public view is simply in bad taste, and is more than many players can take with a grain of salt. If you wish to RP a situation such as this, please do so in Whisper or in a separate channel.

Pregnancy


While it is possible to have your characters mate, there is a very strict guidline to follow:

A)The pregnant character carries the child for no less then 2 IRL months in the game.

B)The PC has someone come in, or comes in with another nick to play the infant which will remain so for 2 weeks IRL time.

C)Have the child age 1 month every two weeks.

D)If the time frame looks like it will take too long for the child to grow up, then don't do the Story Line.

Also babies need alot of care when they are infants and up to the age of two years old. The RP must be believable, just saying "Sarah feeds her child" isn't going to cut it. If the player character's child is neglected, it won't be very hard for one of New Reno's 'good samaritans' to whisk it away...

Character Death


Let's look at the aspects of this area surrounding the game. Death, what does it mean? It means, some how or another, the character got his or her ass handed to them. Free Form Role Play (FFRP), a player can agree to have his character die in a Story Line (SL) by another character whether it be a PC, or NPC(Non-player character). Once the death is done, then the character will be dead. His or her character sheet will be removed from the game, and the player will be able to start over again. In the game's setting, death is not the end - the Shi have the technology and ability to bring people back. It is the player's decision if the character will stay dead, however. A character dying is always up to the player in FFRP, no matter what the situation, unless a GM says otherwise.

Suicide is, sadly, a fact of life. However, in New Reno RPG, a suicide attempt will always work. If you want to off your character, then by all means, go ahead. Dont expect to bring them back, though. Suicide through hissy fits is no exception to the rule. Acting childish and making a one line post of "Sarah goes into the Shark Club and pulls a gun before being shot dead and blown up into a million parts never to be returned" will be counted as a suicide, and as such, your character sheet will be deleted, except by GM permission only.

GMs


GMs, or Game Masters, are in charge of running quests, duels, storylines and do all the behind-the-scenes work (updating, planning, website maintenance, etc). They also monitor all the channels to enforce the rules, and therefore GMs have the power to warn, fine, kick, or ban you if you get out of hand. This includes picking fights, posting porno, typing gibberish, or just being a dick for no reason.

The GMs don't get paid to do this, they volunteer their time to give everyone a place to RP and because they like the game. If you have a problem, address it without resorting to insults, sarcasm, or other dickerdom. State your case calmly and respectfully to a GM, and they will do their best to help you. Otherwise, they've got better things to do than listen to people whine. Keep on pushing, and penalties can and will come out.

GM's are here to help you, but aren't here to push around. They will not take shit.

Only ask a GM questions when they are in their GM nick. When they are out of their GM nick, they are players and are trying to have fun and RP. DO NOT BOTHER A GM WHEN THEY ARE IN THEIR PLAYER NICK, unless they volunteer to help you at that time.

Gods, Deities, and God Moding


Religion, gods, deities, and things of that nature are part of life, and as such, part of the game. However, any kind of religion will not grant you special powers. Your character can chalk it up to a religion, such as "Bob knew that God, the Big Guy Upstairs, was the one who helped him with that headshot", but anything along the lines of "White hot Holy power ran through him! Nothing can stop him! The great goddess Chloe was powering him!" is, to put it bluntly, shit. Religion is in any place a touchy subject, please be considerate of others when playing this aspect of your character.

Speaking of God, there's a thing called God Moding. God Moding is, in this game, defined as having your character know things they couldn't possibly know, have them do things they couldnt possibly do, win fights they couldn't possibly win, etc. This isn't in the bounds of RP, either. It's along the lines of "Bob knew that Horrigan would do this. Which is why he planted a grenade in his undershorts when nobody was looking."

God Moding will, if it gets very very very bad, be acted upon by a GM. This can range anywhere from warnings to a temporary kick. More than that, though, it makes you look bad your fellow role players.

Magic


To put it bluntly, magic does not exist in this game. At all. For real. Same goes for psionics and the like. Do not use any magics, psionics, mystical powers, etc, because they do not exist. If seen using anything of the sort, the character will be warned. If it continues, they will be fined, fined again, kicked, and finally banned.

FFRP


Free Form Role Play, or FFRP, is the basis for most RP that occurs in New Reno (for further explanations, see F.A.Q. in the 'Questions' section). Free Form Role Play means that there are no restrictions, and no player has to put their character through anything they don't want to. Death in FFRP is entirely up to the player. However, we stress reality to the FULLEST extent. Your character doesn't have to die after being pumped full of .50 Magnum rounds, but it is likely that they would.

Also, because FFRP is not restricted, stats do not rule what happens. However, we again stress that stats are taken into consideration with what a character can do. A character with a Strength stat of 5 is unlikely to be able to lift up a car, just like a character with an Agility stat of 5 is unlike to do a backflip over a bullet coming their way.

All skills are accepted in FFRP. Other skills that state Quest Only are fine to use during FFRP.

When engaging in FFRP with another player, it is conisdered good form to state an action or speak a statement and then wait for the other characters reaction. Assuming the character's reaction and then playing to such before the character reacts is highly frowned upon. This goes triple during FFRP fighting. Never ever ever state what happens when you hit another character. In fact, never ever ever state that you did indeed hit that character. Remember, in FFRP, the character is entirely up to the player, and anything they don't want to do, they don't have to. Always insist that you attempted to hit that character, not that you did.

If two characters are fighting in FFRP within the main room for quite some time and a GM is present, the GM may ask you to take the fight into #Wasteland, where the fight will become a Duel and use stats and dice rolls. Sometimes the GM may enforce it, and at other times the GM may ask both players if they want to take it from FFRP to a Duel. However, if the fighting is becoming an annoyance to other players, the GM will always enforce it. Other times, a player may request a GM take over (such as when a fight is clearly going nowhere) and run the fight as a duel.

Items


Your character more than likely has their own specific quirks and preferances for items. Instead of a duffel bag, they may prefer a satchel or backpack. They may want their .38 Special to be a single action revolver instead of double action. Instead of a Nightstick, they may prefer a baseball bat. Tweaking items and weapons is not a problem here in New Reno. RPing a revolver as a single action instead of a double action has no bearing over rules, stats, damage, or rolls. However, RPing it as a Magnum or damage amplified weapon, when it is not, is not allowed. Remember, if your tweak has no direct impact on damage, stats, rules or rolls, you're in the clear.

During FFRP, liberties may be taken with items and weapons. This is not to say that, when not under the RP of a GM, your character has the best equipment ever...but loses it during those times. It's to say that, if a character is hurt, for example, they can use a Stimpack...even if they dont have on on their sheets. A character might kill a ganger who had a shotgun, where they can then pick up and use said shotgun. However, dont expect to see these on your sheet anytime soon. REMINDER: The 'Enhancements' items have very sepcific rules. All enhancements, with the exception of Health Boost Injections, are one per level. However, if you neglect to purchase an enhancement before you level your character up, you cannot buy two in one level to make up for this.

Destroying Items


The destruction of any item, be it a weapon or a Codec, is not easy. All weapons/items have 1500 EXP. Any damage aimed at a weapon/item will be reduced by 50%. Any attack aimed at a weapon/item will recieve a -4 to hit. If this attack is a Nat 20, the weapon is disarmed, and it takes 1 action to retrieve it. Characters with the opportunity to dodge this (i.e., during duels) get a +1 to dodging this attack.
