When you walk through the city, you see derelicts of cars rusting away in the street, better used by hobos as beds and gunfighters as cover than as vehicles. For most of those cars, they've been stripped clean of their parts long ago, whether for other cars or as spare parts for other technology. It's an uncommon sight to see vehicles drive down the streets of New Reno, apart from any stray military-owned jeeps, and those lucky few who've gotten ahold of a car are most likely driving a junker, a beater, something a pre-war redneck wouldn't even drive.

There are those who've learned to drive for any number of reasons... they belong to an organization that can actually afford vehicles, they're professional car thieves, or they simply grew up in a place like the New California Republic where cars aren't quite so rare. Ownership of a vehicle doesn't imply the ability to drive it, and knowing how to drive doesn't mean you're special enough to own a car.
