    Primary        Declaration    For variables, where they are
                                  declared with, for example, DECLARE
                                  or MAP statements. For subprograms,
                                  where they are defined, that is,
                                  where the body of the subprogram is.

    Associated     Declaration    EXTERNAL declarations or DECLARE
                                  FUNCTION statements

    Declaration    Declaration    Either a PRIMARY or ASSOCIATED
                                  declaration
