    Given sine and cosine, the Arc Tangent in Degrees (H-Floating
    Value) with Two Arguments routine returns the angle (in degrees)
    whose tangent is given by the quotient of sine and cosine
    (sine/cosine).

      MTH$HATAND2  h-degrees ,sine ,cosine
