    Given sine and cosine, the Arc Tangent in Radians (H-Floating
    Value) with Two Arguments routine returns the angle (in radians)
    as an H-floating value whose tangent is given by the quotient of
    sine and cosine (sine/cosine).

      MTH$HATAN2  h-radians ,sine ,cosine
