    This directory, known by the logical name SYS$LOADABLE_IMAGES,
    contains the set of images that are loaded during the
    bootstrap of the system. The executive loaded images, device
    drivers, and other images loaded into the system reside in this
    directory. These loadable images are unique in that they cannot
    be executed with RUN or other DCL commands.
