    The Return the User's Language routine determines the user's
    choice of a natural language. The choice is determined by
    translating the logical SYS$LANGUAGE.

    Format

      LIB$GET_USERS_LANGUAGE  language

1 - Returns

    OpenVMS usage:cond_value
    type:         longword (unsigned)
    access:       write only
    mechanism:    by value

2 - Argument

 language

    OpenVMS usage:char_string
    type:         character string
    access:       write only
    mechanism:    by descriptor

    Receives the translation of SYS$LANGUAGE. The language argument
    is the address of a descriptor pointing to this language name.
