    The Parse Access Encoded Name String routine parses and
    translates a string of access names into a mask for a particular
    ownership category.

    Format

      LIB$PARSE_ACCESS_CODE  access-string, [access-names,]

                             ownership-category, access-mask,

                             [end-position]
