    The Extract a Field and Sign-Extend routine returns a sign-
    extended longword field that has been extracted from the
    specified variable bit field. LIB$EXTV makes the VAX EXTV
    instruction available as a callable routine.

      LIB$EXTV  position ,size ,base-address
