VMS Help LIBRARY, /HELP, Example  *Conan The Librarian (sorry for the slow response - running on an old VAX)

  $ LIBRARY/HELP/CREATE ERRMSG EDITERRS

      This LIBRARY command creates a help library called ERRMSG.HLB.
      Help text from the file EDITERRS.HLP is inserted into the
      library.
