  EXPLANATION:  In an attempt to include a module from Compaq Fortran's
  symbolic definition library (FORSYSDEF), the compiler was unable to
  locate the library.  (FORSYSDEF contains Compaq Fortran source
  definitions for related groups of system symbols.)
