  SYSMAN> STARTUP ADD FILE /MODE=DIRECT /PHASE=LPMAIN -
  _SYSMAN> DECSET$ENVMGR_STARTUP.COM

      This command adds a record to the startup database that starts
      the DECSET environment manager software.
