  PCAC> CANCEL VCOUNTERS/ALL

      This command cancels all previously established vector
      instruction counters.

  PCAC> CANCEL VCOUNTERS ROUTINE FOO BY VINSTRUCTION

      This command cancels the vector instruction counters place in
      routine FOO in the user program.
