 Specifies a timer that starts when a request to set up a virtual
 circuit is transmitted, and whose expiration clears the request
 if no response has been received. Specify a value in the range 1
 to 255. By default, the timer takes the network value specified
 by the NETWORK parameter.  See the Public Network Information
 manual for the network  value of this parameter.
