 Assigns the default access to all nodes which do nothave a specific
 node ACCESS entry in the volatile data base.  There are four options:

    INCOMING     Allows logical link connections from the remote node.

    OUTGOING     Allows the local node to initiate connections to the
                 remote node, but does not allow connections from the
                 remote node.

    BOTH         Allows incoming and outgoing logical link connections.
                 This is the default.

    NONE         Does not allow incoming or outgoing logical link
                 connections to this node.

 If you have OPER privilege on the local system, you can override the
 default access restriction specified in this parameter.
