 Applies only to DDCMP CONTROL circuits.  Identifies the multipoint
 polling state of the tributary.  There are five possible states:

     AUTOMATIC   The tributary's state varies according to the
                 operation of the polling algorithm.  This is the
                 default.

     ACTIVE      The tributary is locked in the ACTIVE state.

     INACTIVE    The tributary is locked in the INACTIVE state.

     DYING       The tributary is locked in the DYING state.

     DEAD        The tributary is locked in the DEAD state.
