 Does not apply to X.25 PVCs.  Specifies the frequency of Routing
 Hello  messages sent to adjacent nodes on the circuit.  Seconds
 must be a decimal integer in the range 0 to 8191. The default
 value is 15.  The value of the read-only circuit parameter LISTEN
 TIMER is three times the value of the HELLO TIMER parameter.
