Library /sys$common/syshlp/ncphelp.hlb SET, CIRCUIT, COST number  *Conan The Librarian (sorry for the slow response - running on an old VAX)

 Does not apply to X.25 PVCs.  Specifies the transport routing
 cost of the circuit.  The number must be a decimal integer in the
 range 1 to 63.  Messages will travel between nodes along the
 path with the smallest total cost.
