Library /sys$common/syshlp/ncphelp.hlb CLEAR, MODULE, X25-SERVER, COUNTER TIMER  *Conan The Librarian (sorry for the slow response - running on an old VAX)

 Resets the module counter timer to zero in the volatile database,
 or removes the COUNTER TIMER value from the permanent database.
