Library /sys$common/syshlp/ncphelp.hlb CLEAR, MODULE, X25-PROTOCOL, KNOWN_DTES, MAXIMUM_CLEARS  *Conan The Librarian (sorry for the slow response - running on an old VAX)

 Resets the maximum number of attempts to clear a circuit to the
 default value in the volatile database, or removes the MAXIMUM
 CLEARS value from the permanent database.
