Library /sys$common/syshlp/ncphelp.hlb CLEAR, EXECUTOR, OUTGOING_PROXY  *Conan The Librarian (sorry for the slow response - running on an old VAX)

 Resets to its default value the OUTGOING PROXY value for the local
 node in the volatile database, or removes the OUTGOING PROXY value
 from the permanent database.
