Library /sys$common/syshlp/ncphelp.hlb CLEAR, CIRCUIT, COST  *Conan The Librarian (sorry for the slow response - running on an old VAX)

 Does not apply to X.25 PVCs.  Resets to its default value the COST value
 in the volatile database, or removes the COST parameter from the
 permanent database.
