Library /sys$common/syshlp/mime$help.hlb ADD, /BINARY  *Conan The Librarian (sorry for the slow response - running on an old VAX)

    Sets Content-Type to "application/octet-stream" and
    Content-Transfer-Encoding to "Base64".  This format can
    be used to represent an arbitrary binary data stream.
