    Provides a calling process with an I/O channel, thereby allowing
    the calling process to perform I/O operations on the network
    pseudodevice.
    On Alpha systems, this service accepts 64-bit addresses.

      SYS$ASSIGN  devnam, chan, [acmode], [mbxnam], [flags]

    Returns
