    (VAX only) CHECK_CLUSTER is the VAXCLUSTER parameter sanity
    check. When CHECK_CLUSTER is set to 1, SYSBOOT outputs a warning
    message and forces a conversational boot if it detects that the
    VAXCLUSTER parameter is set to 0.
