    The Seize Spin Lock routine retrieves a simple (spin) lock by
    waiting in a spin loop until the lock is free. The lock must have
    been created by PPL$CREATE_SPIN_LOCK.

      PPL$SEIZE_SPIN_LOCK  lock-id [,flags]
