  By default, the key sequence for displaying the dialog box for
  conditional and action breakpoints is Ctrl/MB1.  To define another key
  sequence, edit the current definition of the following resource in the
  VMSDEBUG.DAT resource file:

  DebugSource.ModifyBreakpointToggleSequence
