    Facility: DEBUG, VMS Debugger

    Explanation: A network failure occurred during a send. This is
    most likely due to excessive network traffic. The debugger will
    retry the send until it sees a network time-out. Then it will try
    to re-establish the connection.

    User Action: Wait for progress or network failure.
