    Facility: DEBUG, VMS Debugger

    Explanation: When evaluating a language expression, the debugger
    expected to find a closing single quote mark, or the end of the
    command. Some other character was found, which resulted in an
    illegal language expression.

    User Action: Enter a valid language expression.
