    Facility: DEBUG, VMS Debugger

    Explanation: There was an error from the system while trying to
    read the input line.

    User Action: Re-enter the command line. Check to see that the
    Debugger has read access to the input source. If the problem
    persists, submit a Software Performance Report (SPR).
