  A  PICTURE  subprogram  defines  a  graphics  routine  for  drawing  a
  particular  image.  You can subsequently draw a picture then alter the
  original image by shifting, scaling, rotating, or shearing.  To invoke
  a graphics picture, you use the DRAW statement.

  A PICTURE subprogram is delimited  by  the  PICTURE  and  END  PICTURE
  statements.
