  ERROR - An EXIT statement in  a  loop,  IF-THEN-ELSE,  or  SELECT-CASE
  block specifies a label that does not refer to that block.  Change the
  program so that the label refers  to  the  block  in  which  the  EXIT
  statement occurs.
