Vertical Cursor Coupling

  When you change the window or the size of DECterm
  vertically, the cursor remains visible by default.  For example,
  if the display contains 24 rows and you shrink it to 5 rows,
  the cursor remains visible and allows you to enter text.  Click
  on the Vertical Cursor Coupling option to disable this option.
