DESCRIPTION
C = (INF(A)+SUP(A))/2
The routine GB_MIDM_I finds the real matrix C such that
Cij = (INF(Aij)+SUP(Aij))/2 for all general band interval matrix A
entries. This routine returns immediately if M or N is equal to zero or
KL is less than zero.
